The materials to be used on the artificial fishing reefs shall be cleaned and free of pollutants and toxins. The materials to be used shall be limited to:

• Cleaned nonproductive oil platforms
• Clean concrete products and rocks
• Clean and structurally stabilized steel boxes (1/8" or thicker)
• Cleaned heavy gauge aluminum (1/8" or thicker)
• Cleaned heavy gauge metal surplus military equipment (1/8" or thicker)
• Concrete wire mesh (3/16" or thicker) utilized as a material wrapped around and securely welded to a metal framework (1/8" or thicker)
• Cement mixer drums with sufficient residual concrete to ballast the drum and multiple holes cut on multiple sides of the drum (including top and one end)

• Two or more metal chicken transportation containers, which have had doors and all nonmetal material removed and which are securely fastened together by 1/4" or thicker cable or chains, may be deployed, but only in water depths of greater than 80 feet and no closer than one-half mile of artificial fishing reef boundaries.

No reef material shall be allowed to trap marine life, and must be configured, cut or shaped, so as to not function as a fish trap. All materials/structures must be configured and constructed to be stable and durable. No material whatsoever may be deployed within one-quarter mile of artificial fishing reef site boundaries, and no material may be deployed by private individuals or private groups within one-half mile of artificial fishing reef site boundaries.

NO OTHER MATERIALS ARE AUTHORIZED BY THIS PERMIT. MATERIALS EXPRESSLY PROHIBITED INCLUDE CARS AND TRUCKS AND ANY PARTS THEREOF, WHITE GOODS (i.e., APPLIANCES), SHOPPING CARTS, BREAD TRAYS, 55 GALLON DRUMS, STORAGE OR FUEL TANKS, LOOSE METAL MATERIALS, PLASTICS, AND FIBERGLASS.
