AAN ORDINANCE AMENDING THE OKALOOSA COUNTY BUILDING PERMIT FEE ORDINANCE 01-17. ADDING THE TABLE OF CONTENTS AND AMENDING THE TITLE OF THE ORDINANCE, ADDING DEFINITION OF WHEN UNDERGROUND UTILITIES PERMITS ARE REQUIRED, INCREASING BASE FEE FOR BUILDING PERMITS, ADDING OKALOOSA COUNTY BUILDING VALUATION TABLE, REMOVE CALCULATIONS ON SHELL BUILDINGS AND INTERIOR REMODELING, AMENDING PLAN REVIEW FEES, ELECTRICAL FEES, PLUMBING FEES, MECHANICAL FEES AND GAS FEES, DELETING TEMPORARY POLE PERMIT OR MANUFACTURED BUILDING SERVICE POLE, DELETING GAS FIRED EQUIPMENT PERMIT, DELETING ALARM SYSTEMS FROM THE MAIN DOCUMENT AND INCLUDING IN ATTACHMENTS B, C & D, ADDING WHAT PERMITS ARE CALCULATED MULTIPLE USE FACILITIES, ADDING HOW PERMITS NOT BASED ON THE VALUATION DATA TABLE ARE CALCULATED, AMENDING RE-INSPECTION FEES, ADDING UNDERGROUND UTILITY FEES INCLUDING ATTACHMENT E; PROVIDING AN EFFECTIVE DATE AND REPEALING ALL PROVISIONS THEREOF IN CONFLICT HEREWITH.
PERMIT FEE ORDINANCE
DIVISION 1: GENERAL
SECTION 1-1 SHORT TITLE.
This ordinance shall be known as the Okaloosa County Permit Fee Ordinance.
SECTION 1-2 AUTHORITY.
BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF OKALOOSA COUNTY, FLORIDA.
SECTION 1-3 SCHEDULE OF FEES, CHARGES, AND EXPENSES:
- A PERMIT IS REQUIRED WHEN:
- An owner, authorized agent, or contractor desires to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure.
Building: A roofed and/or walled structure enclosing a space used for sheltering any occupancy.
Structure: Anything constructed or erected with fixed location on the ground, measuring thirty (30) inches above natural grade. May be a building, deck, sign, billboard, liquid storage tank, antenna, or tower.
- An owner, authorized agent, or contractor desires to erect, enlarge, alter, repair, remove, convert, or replace any electrical, gas, mechanical, or plumbing system, the installation of which is regulated by the technical codes.
- Each underground utility system will require plans, permitting, and inspection by the Okaloosa County Department of Growth Management, Okaloosa County Water and Sewer Department and Okaloosa County Public Works Department.
- SCHEDULE OF PERMIT FEES:
- BUILDING PERMIT FEE SCHEDULE: A base fee of $60.00 for building permits and $30.00 for sub-permits shall be assessed for any required permit, excluding underground utility permits.
- The construction cost of all new buildings and additions shall be calculated using the valuation table developed by Okaloosa County based on the International Code Congress (ICC) and the Southern Building Code Congress International (SBCCI) Standard Building Code Valuation Data Table, produced September 30, 2000. (See attachment A)
The table below shall be used to assess fees based on the total valuation:

- Plan review fee: Fees for review of plans shall be collected at time of submittal. Fees will be assessed at 20% of the permit fee. A minimum fee of $25.00 will be collected for any plan submittal. Residential re-submittals and addendums will be assessed a fee of $25.00. Commercial re-submittals and addendums will be assessed a fee of $50.00.
A re-submittal is when plans have been rejected and are being submitted for Continued review.
An addendum is when changes are presented for an existing permitted project.
Any construction plans or documents deemed necessary for ICC review shall be assessed a fee of $100.00. The electrical review of these plans or documents shall be 25% of the ICC Plan Review Fee.
- Moving of Building or Structures: For the moving of any building or structure, the fee shall be $75.00 plus a base fee.
- Demolition of Building or Structure: For the demolition of any building a fee shall be assessed as follows:
0 to 5000 square feet $50.00
5001 square feet and up $100.00
- Manufactured Building Set-up: For the placement or replacement of any manufactured building for other than storage use, the fee shall be $25.00 plus a base fee.

- c. Mechanical Permit:
- The fee for inspecting all new heating,
ventilating, air conditioning, and refrigeration systems and repairs
to existing systems shall be $20.00 for the first $1,000, or fraction
thereof, of valuation of the installation plus $5.00. for each
additional $1,000 or fraction thereof plus a base fee.
8. Fire Sprinkler System Permit: $.50 per head plus a $30.00 base fee.
9. Building permits shall be calculated by the Okaloosa County Building Valuation Table, unless otherwise specified in this ordinance. (i.e. single family dwelling, condominiums, apartments, duplexes, all new commercial, etc).
10. Multiple Use facilities shall be based on the primary use of the facility and shall be calculated based on the Okaloosa County Valuation Table, unless otherwise specified in this ordinance.
11. Building permits not calculated based on the Okaloosa County Valuation Table shall be calculated using the contractor's cost of construction. (i.e. remodeling, renovations, re-roofs, pools, docks, fences, decks, seawalls, siding, change out windows and/or doors, boathouses, detached garages, etc).
12. Re-inspection Fee: $30.00 per tripper trade.
13. Irrigation and Lawn Sprinkler Permit: $15.00 plus $30.00 base fee.

(Minimum of two 2 hours). $50.00 HR
18. Updating Permits:
Another permit will be issued for the update and fees will be assessed
for the new permit, as well as a base fee.
C. Work commencing before permit issuance. Any person who commences any work on a building, structure, electrical, gas, mechanical or plumbing system before obtaining the necessary permits shall be subject to a penalty of 100% of the usual permit fee in addition to the required permit fees.
D. Building Permit Valuation: If, in the opinion of the Building Official, the building, alteration, or structure appears to be underestimated on the application, the permit may be denied or recalculated, unless the applicant can show detailed cost estimates which meet the approval of the Building Official.
E. In all construction matters, the permit holder and owner are responsible for compliance with all the codes and ordinances adopted by Okaloosa County.
