District 5 - Commissioner Kelly Windes


Commissioner Kelly Windes is a lifelong Destin area resident and a third generation Destin fisherman.  He graduated from Choctawhatchee High School in 1964 and attended Okaloosa-Walton Junior College.  He served his country as a Quartermaster in the United States Navy aboard the USS PERRY DD844.  He has been a full-time charter boat captain for 40 years.  Windes owns and operates the Charter Boat SUNRISE docked at the Destin Fishing Fleet Marina in the Destin Harbor, and was awarded Destin 1994 Businessman of the Year by the Destin Area Chamber of Commerce, for a collaborate effort by Destin fishermen to preserve their livelihood in the vital fishing industry through development of the Destin  Fishing Fleet Marina. He also has ownership interests in several other businesses.

As a successful businessman, he is well-qualified with many of the county duties including but not limited to budgets, long-term planning, and development. Commissioner Windes would like to thank the many friends and fishing customers from Destin, Mary Esther, Fort Walton Beach, Shalimar, Niceville, Crestview, Baker, Blackman, Laurel Hill and the surrounding communities who encouraged and supported him, and looks forward to serving as the District 5 county commissioner.

Commissioner Windes’ is the liaison officer for the following committees:
Community:  Building Industry Association (BIA), Elder Services, Defense Support Initiatives (DSI-TeCMEN), Mid-Bay Bridge Authority, Okaloosa Walton TPO
County:  Destin Executive Airport, Clerk of Courts, Okaloosa County Sheriff’s Office, Tourist Development Council

He has been married for 27 years to Mary Anne Windes, the owner and broker of Real Estate Professionals of Destin, Inc.  They have two adult children, Trey and Missy Windes who have chosen Okaloosa County as their permanent residence.
